  Major floodplain inundation in vicinity of Elsie Allen High School and possibly elsewhere along Colgan Creek near Santa Rosa. Bellevue Avenue also heavily inundated by flood waters and possibly impassable by vehicle and foot traffic. Roadway and sidewalk manhole covers may be backpressured and missing.

  Adjacent maintenance road on north (right bank) side of channel flooded. Culvert that serves Colgan Creek beneath Burgess Drive fully submerged and likely backwatered. Channel banks overtopped and Elsie Allen ballfield begins to flood. NWS will issue a Flash Flood Warning, if not yet already issued.

• 106 ft

  Adjacent maintenance road on north (right bank) side of channel flooded downstream of Burgess Drive bridge. Creek water levels have reached the elevation of storm drains serving runoff on Bellevue Avenue, so evacuation of runoff from the roadway and sidewalk may be limited or halted. Resultant roadway runoff may build up, causing localized urban roadway flooding. NWS will issue an Urban/Small Stream Advisory, if not yet already issued.

  Action Stage. Many adjacent storm drain outlets within the creek channel that serve surrounding floodplain and roadways in the vicinity of Elsie Allen High School are submerged and may begin to backwater. NWS may issue a Flash Flood Watch, if not yet already issued.
