  Minor Flooding - 2.00 feet above NAVD88 - Flooding of low lying areas...city parks and normally flood prone roadways is likely. Some boat ramps and docks along the St. Johns River and other inland waterways will begin to flood.

  Action Stage - 1.50 feet above NAVD88 - Minor Flooding possible. Should water levels continue rising...preparations to protect property should begin. Clarks Fish Camp along Julington Creek may begin to experience minor flooding above this level.
