Record flooding is occurring. Downtown Portland from Race Street to the Salamonie River between North Williams Street to North Pierce Street is flooded with water as deep as 3ft in locations. The Portland Courthouse is isolated. The river continues to backflow through the storm drainage system north of Pearl Street and is causing flooding for portions of northern Portland, including the Jay County Fairgrounds.

Hudson Park is inaccessible from S. Wayne Street. The Portland Water Park is flooded. Flood waters have reached East Elementary School. Homes along E. Water Street/Hwy 26 between Pierce Street and S 300E are flooded. Water covers S. Wayne Street between Water Street and the Wayne Street bridge. Businesses between Water Street and the river from Middle Street to Hayes Street are flooded. The storm drainage system for downtown Portland is starting to become overcharged as the river backfills the system.
