Homes and businesses south of Walnut Street and East Park Avenue inundated. Homes inundated in Girard along River and Front Streets. In Youngstown portions of eastern Marshall and Mahoning Avenue inundated just north of Highway 680.

In Niles State Route 46 flooded and the West Park Avenue Bridge north to the Warren Township line inundated. Belmont Avenue extension inundated near Price Avenue. Meander Creek backup likely to flood McKees Lane and Main Street. The western portion of Youngstown near Austintown floods near Salt Springs Road and Division Street. The eastside of Youngstown along Wilson Avenue north to the city limits is inundated.

Roads near the river in Girard and Niles in southern Trumbull County inundated. These include First and Second Streets in Niles, and River and Front Streets in Girard. Businesses south of Olive Street in McDonald inundated. Lowland in Mahoning County inundated.
