This is the top of the planned flood protection. West Carrollton is significantly flooded, while only low lying homes and businesses in Miamisburg are flooded. Significant flooding occurs along and east of Yale Avenue, Woodlawn Avenue and Western Avenue near Chatauqua. Low lying flooding also occurs along Janet Avenue. Stretches of Dayton Cincinnati Pike are also flooded.

While West Carrollton is already incurring major flooding, the floodwall protecting areas of the city north of Central Avenue are in danger of flooding. Significant flooding occurs along and east of Yale Avenue, Woodlawn Avenue and Western Avenue near Chatauqua. Low lying flooding also occurs along Janet Avenue. Stretches of Dayton Cincinnati Pike are also flooded.

Flooding also occurs along Janet Avenue and Dayton Cincinnati Pike. The Miamisburg water plant floods. In West Carrollton, substantial flooding occurs to the southwest of Miami Avenue, as well in the Gibbons Road and Savoy Avenue area, with dozens of homes flooded. Most of Miamisburg and West Carrollton are protected to a stage of 27.4 feet.

Flooding continues along the river in low areas of West Carrollton and south of Miamisburg to near Chautauqua. Properties near Squire Street, Circle Drive and West Main Street in West Carrollton flood. Low-lying roads near the river continue to flood. Flooded roads include Dayton-Cincinnati Pike between Brenner and Chautauqua Roads, portions of Lower Miamisburg Road, and upper River Road from Soldier Home Road to areas just south of Dayton.

Lowland flooding occurs from south of Miamisburg to Franklin, Carlisle, Trenton and New Miami. Water begins to spill onto low-lying roadways, mainly along portions of Dayton-Oxford Road.
